Californians legalized cannabis for medical use in 1996, but that doesn’t mean California’s cops and their federal patrons just decided to respect state law. Quite the opposite; the 18-month-long crackdown on medical cannabis outlets in California has been a joint effort, with local marijuana foes doing most of the work of their Washington, D.C. funders.

Finding loopholes in Prop 215, SB 420, and numerous court cases spelling out medical cannabis patients’ rights isn’t easy. To that end, the feds and the California Narcotic Officers’ Association is in Alameda County today teaching cops how to most effectively harass medical cannabis dispensaries, growers and patients, Legalization Nation has learned.

The CNOA is hosting a class on “Storefront Marijuana Sales and Cultivation Investigations” today from 8 a.m. to 5 p.m. at the Alameda County Office of Emergency Services in Dublin. The class is jointly sponsored by the U.S. Office of the Drug Czar, known as the ONDCP.

“This course is designed to assist law enforcement and prosecutors in understanding the intricacies of the ever evolving legal arena of Medical Marijuana Dispensaries and Cultivation sites,” a CNOA advertisement reads.

“This course will focus on California’s medical marijuana laws and how they apply to illegal store-front sales (Dispensaries) of medical marijuana and Cultivation sites claiming exemption under California Law. Investigative techniques and methods of shutting down Dispensaries and Cultivation Sites that were developed and tested will be discussed. This is truly a necessary class for anyone who must deal with the issues of Medical Marijuana Dispensaries.”

Instructor Eric Bixler of the Los Angeles Police Department “has developed a successful method to conduct Marijuana Store investigations and successfully shut them down. … In his division there were 68 stores, now there are none!” the CNOA states.

The CNOA states that there is no such thing as medical marijuana, and the group is committed to defying the voter approved Prop 215, which legalized cannabis for Californians with a doctor’s recommendation.

The class is closed to the public.
